It’s also shut down 150 ‘ghost’ colleges, where thousands were enrolled to learn but few were attending classes — instead, being exploited for cheap work.

But visa fraud remains a serious problem overseas, with one migration agent in India scamming students out of hundreds of thousands of dollars.
