Doesn't look like they were speeding, parent or guardian should have been crossing the road with the child.
Maybe restart teaching kids to stop look to the right look to the left and look right again before crossing the road.
Generally running out from between two parked cars without looking will end badly. Thank goodness he was ok, that could have been a terrible outcome. Parents are responsible for teaching their children common sense.

Looks like his parents haven't taught him the most important part about crossing the road, and that's "look both ways". That was drummed into my head way before I started school.

The only thing the driver did was not hang around…maybe unlicensed, drunk or on something, stolen car…gotta be a reason they did a runner considering the kid was at fault

The driver stopped, there was no one there within a few seconds, maybe they thought they avoided the incident. I hope the driver is ok after what this child and lack of supervision from the parents put them through
